Subject: League Rules
ADMINISTRATIVE
A. The Go Go League will consist of 16 duly paid two man teams (32 players).
B. The season will consist of 23 weekly matches plus a Pre-season and Post-season Tournament.
C. The first place team of the previous season has the responsibility for obtaining a course, arranging and coordinating the competition play and the after function activities following the Pre-season tournament.
D. FIRST LEAGUE
NIGHT play will be decided by the League Secretary. Starting
time is 4:00 p.m. at Druids Glen Golf Course.
E. LEAGUE DUES of $XX will be due on or before May 1st. Dues are not paid by Secretary/Scorer and President/Treasurer.
F. A Post-season tournament will be scheduled following the last league night of play. The winner of the first half of the season is responsible for the Post-season tournament, setting up competition, play, and the after function activities.
H. If the golf
course is open for play, there will be no league night play cancellation.
Should a league night be canceled, that night or round is eliminated and will
not be made up or rescheduled.

President/Treasurer responsibilities are as follows:
1.
Reserve and confirm golf course for season play. (23 weeks)
2. Distribute end of season prizes
3. Maintain accountability of league treasury
J. Secretary/Scorer responsibilities are as follows:
1. Notify membership of all league events
2. Maintain regular membership and substitute
information and listings
3. Collect scorecards after each league round of
play, input scores, run computer program to calculate each rounds
team competition results and member handicaps
4. Publish and distribute results/standings to each
member
K.
The Secretary/Scorer will be scheduled to tee off first on every night in order
to collect scorecards and enter scores as competitions finish.
HANDICAPPING
A. All rounds played in league will be used for handicapping purposes.
B. The league has adopted USGA Handicap rules.
C. MAXIMUM 9-hole handicap is 20. MAXIMUM 18-hole handicap is 40.
D. ESTABLISHING a Go Go HANDICAP is as follows:
1. An individual that is playing for the first time in Go Go League play as a member or substitute will be allowed to use 70% of his GHIN handicap for the first five matches played. If the player does not have a GHIN handicap, they will play competition at scratch for the first five matches then the program generated handicap will be used. The score will be used to calculate a Go Go handicap for future rounds.
2. If a member or substitute did not play last season, that member or substitute's previously established Go Go League handicap will not be carried over for the following season.
3. Pre and Post-season tournament coordinators are responsible for establishing and verifying each player's handicap.
E. Team Best Ball Low Net Eclectic is determined by computing each team member's Gross Eclectic for 18 holes minus their individual handicap and totaling the two net scores.
F.
Equitable Stroke Control (ESC) will be used for handicap calculation. The ESC
method limits the number of strokes that can be taken on any given hole,
regardless if it is a par 3, par 4 or par 5, and is based on a player's 9 hole
handicap as follows:
Up to 4 double
bogey
5 to 9 7
10 to 14 8
15 to 19 9
20 to 24 10
25 + 11
Example: If a player has a course handicap of 13, he can post for handicap purposes, a maximum hole score of eight (8) on any hole. There would be no limit to the number of eights that the player could take. This ESC procedure is independent of par.
G. Handicaps for
Match Play
A player’s score for each hole
is capped at a maximum set by the Committee, which is fixed at net par + 3
A player who does not complete
a hole (often referred to informally as “picking up”) is not disqualified, but
simply gets the maximum score for the hole.
SCORING
A. Team points are awarded in the following manner:
1.
One (1)
point is awarded if either partner shows up for play. Substitutes will
not qualify as a regular team member in this situation
2. Nine (9) points are awarded (1 point per hole) for match play using team net total on each hole. In the event of a tie, each team will receive one half (1/2) point
3. Two (2) points are awarded to the team with the lowest total net score (medal play). In the event of a tie, each team will receive one (1) point.
4. If your partner does not play and you do not select a substitute, your score will be doubled and twice your handicap will be subtracted for determining low net score (match and medal play)
B. If a partner does not play, a substitute may be selected from the approved substitute list. The list will be provided by the league secretary. Substitute's handicap and score will be figured in the normal calculation for determining team points won.
C. The team whose opponents do not show will play the round regardless. The unopposed team's net score will be compared against a default team and points awarded for match and medal as stated above in Scoring A and B. (Default Team – As listed in the current week’s team competition schedule, the first full team with at least one opponent, excluding the Secretary’s team)
D. Individual points are awarded in the following manner: (Applies to regular team members only)
1. One (1) point for match play and one (1) point for medal play during each night of league play.
2. Points will be played for against the assigned team each evening.
3. Each individual is identified as the high or low man within his team (based on handicap index). Individual points will be played for against like assigned team opponent (high-high, low-low).
4. An individual whose opponent does not show should play the round regardless. The unopposed individual's net score will be compared against either the like default team member in the case of the absence of the full opponent’s team or against the present opponent’s round. One point each awarded for match and medal as stated above (#1). One half (1/2) point each will be awarded for a tie of match or medal.
5. Points will be accumulated individually and awards paid after first and second half are complete.
E. The following
clarifies requirements to receive points for team and individual competition in
the case that all team members are not present at allotted tee time (see League
Schedule).
1.
Teeing
off earlier than allotted time without competition for the night is not allowed
unless the competition has made known they will not be playing
2.
Teeing
off at your allotted time with two/three members of assigned competition is
allowed and encouraged. This assumes that the intent of the third/fourth party
is unknown at that time. If the third/fourth party is expected late, in the
interest of fairness, it is appropriate to delay the tee time of the group.
(However, this delay should be agreed to between the parties.)
3.
A late
member (beyond time slot) may tee his ball with the next available Go Go group and play through in
order to catch up with his playing partner. The member must catch up and
tee with partner by the third (3rd) hole of play. The night's competition
points will be calculated under rules for absence should this not occur.
4. A late team (beyond their time slot), who has not made their position known, may tee but will not participate in team competition that night unless their opponents were not playing that evening.
F. The definition of a team in the Go Go League for regular season
play is defined as a.) The assigned two (2) regular team members, or b.) An
assigned regular team member with or without a substitute player.
G. No points will be won by a forfeit. If neither team shows, no points are awarded.
H. A team must play at least 16 of the 24 scheduled season rounds (i.e., either one or the other team member must play). If a team reaches 16 rounds of play, they are invited back for the next season. If a team plays less than 16 rounds in the season, that team will be dropped from the league for the next season, and put on the substitute list.
PRIZE POSITIONS
A. At the end of the 11th and 22rd week of season play, the top seven (6) team positions in each half will be prize positions.
B. The team with the highest total point accumulation after the 23th week of season play will be awarded the league perpetual trophy and $50 prize.
C. At the end of the 11th and 22rd week of season play, the top five (5) individual positions in each half will be prize positions
D. In the event of ties, the tie breaker will be determined in the following manner:
1.
Most natural eagles,
2. Most natural birdies,
3. Most natural pars
E. Low Net score each week through week 22, for each division will pay $5. The division break is decided by the most equal split of the players. (eg. 17 players have handicap 7 or less and 25 players have 8 or more will be used as the split versus 27 at 7 or less and 15 at 8 or more)
REMUNERATION
A. At the end of the 11th and 22rd round of play, teams in position 1 through 6 will receive from the league fund the following: 1st-$50, 2nd-$40, 3rd-$30, 4th-$25, 5th-$20, 6th-$15.
B. At the end of the 11th and 22rd round of play, individuals in position 1 through 5 will receive from the league fund the following: 1st-$25, 2nd-$20, 3rd-$15, 4th-$10, 5th-$5.
C. A team Net Eclectic (combined Best Ball minus handicap) award will be paid after the 22nd round of play to three positions: 1st-$25, 2nd-$20, 3rd-$15.
D. A team most Birdies/Eagles (Eagles = 5 points;
Birdie = 1 point) after the 22nd round of play will pay three
positions: 1st-$25, 2nd-$20, 3rd-$15.
ED. Team point accumulations will not be paid for
under current rules
EF. The team with the highest point accumulation for
the season will receive the league perpetual trophy and $50.00.
FG. An individual or individuals that score a “Hole
in one/Double Eagle” during weekly play will share equally in a $60 award at
the end of season league play.
RULES OF PLAY
Playing rules and
exceptions are highlighted in order that competition will be fair and equal for
all team members and are as follows:
A. USGA medal rules shall apply, except as indicated.
B. PUTTING out all holes unless opponent states a "gimme". NO "gimmes" in the Pre and Post-season tournaments.
C.
WINTER RULES
1. We will play winter rules through the green. This is the
whole area of the course except:
a. The teeing ground and putting green
of the hole being played.
b. All hazards on the course.
c. Within 36 inches of trees/bushes (unless
staked) or Out of Bounds.
The procedure to
follow is: (Note: you may also play the ball as it lies if you wish)
(see Appendix 1 of the Rules of Golf under "Winter rules" or "Preferred
Lies")
a.
Take all relief afforded by the USGA Rules of Golf. (e.g. GUR, Cart paths, Obstructions,
Landscaping, etc.)
b. You may move the
ball with your club six (6) inches. If
you choose to lift the ball you must mark the position of your ball with a tee
or other object.
c. Lift, clean and
place on similar ground within 6 inches of where it originally lay no closer to
the hole. Note: Relief is not afforded from rough to fairway or
fairway/rough to green.
d. A player may replace his ball only once
and it is in play when replaced. Note: A substitution of another
ball is not allowed unless the ball is deemed unfit for play by opponent.
e. If the ball fails
to come to rest on the spot on which it is placed (Rule 20-3d applies).
If the ball when placed comes to rest on the spot on which it is placed and
subsequently moves, there is no penalty and the ball must be played as it lies,
unless the provisions of any other Rule apply. (e.g. Moves after
address has been taken - 1 stroke penalty and replacement of ball to original
spot).
Penalties/Options:
a. If
the player fails to mark the ball upon lifting the player incurs a penalty of
one stroke.
b. If a player is within 36 inches of a non-staked tree/bush or Out of Bounds, his options are to play it "as it lies" or with penalty of 1 stroke take relief under "Unplayable lie" Rule. Fences, walls, stakes or railings defining Out of Bounds by definition are fixed and not obstructions. (see definition “Out of Bounds” and “Obstructions” – USGA Rules)
GoGo League Rules
A. Stones in Bunkers:
Stones in bunkers
are movable obstructions (Rule 24-1 applies). (that
is, they can be removed)
B. Footprints in Sand Bunkers:
If a player’s ball comes to rest in a footprint within a sand bunker and the player’s opponents agree that the print is sufficiently deep to impact play, the player gets a free placement of the ball near the original position.
C. PRACTICE during the play of a hole is not permitted. A player shall not play any practice strokes between the play of two holes. A player shall not play a practice stroke from a hazard, or on, or to a putting green other than that of the hole last played.
D. DISPUTES AND DOUBTS RELATIVE TO RULES OF PLAY that occur between players or teams on any point, must be made before any player in the match plays from the next teeing ground, or the last hole of the match before all players in the match leave the putting green. Any later claim based on newly discovered facts cannot be considered unless the player making the claim has been given erroneous information by any opponent. Any and all disputes and/or doubts should be referred to the League Parliamentarian Terry Underwood for final resolution.
E. READY PLAY - The "ready play" rule or "hit when ready" will be invoked in order to speed up play. The "HONORS" on the next tee should be dispensed with.
F. Druids Glen Men’s Club Local Rules with the following exceptions:
1. Placement of golf balls for Preferred Lies. We will continue to use 6” and not a club
length. will be used except for placement of golf balls for

2. Max allow strokes on a hole will continue to be par
+ handicap strokes + 3.
G. Rangefinders that calculate “distance only” may
be used during all Go Go
League competition.
H. USGA Rules
1.
Search
time for a lost ball is 3 minutes
2.
Ball
moves accidently, including rough, replace as best possible without penalty
3.
Loose impediments
can be removed anywhere, but if ball moves, still a penalty
4.
Embedded
ball rule applies anywhere on course
5.
When a
drop ball is necessary, you must use your longest club,
6.
except a
putter and drop from your standing knee height only
7.
Ball on
wrong green, after drop, stance cannot touch that green.
8.
You may
ground club in hazards, red or yellow stacks
9.
You may
now repair any damage on green between your ball and cup
10. You can no longer use a club or caddy to line up
a putt.
11. Can now leave the flag stick in cup.
12. Ball leaning on flag stick and any part of ball
is below lip is deemed in the cup
13. Replacing a ball, when
original spot is unknown, you can now place it, not drop
14. Use of a damaged club is now allowed, but you
cannot replace it during round
15. Ball out of bounds can either be re-hit from
original location with a 1-stroke penalty or dropped in
fairway where it crossed the boundary, with a 2-stroke penalty.
I. USGA Penalties
1.
If a
marked ball on green moves, including a dropped putter, replace, no penalty
2.
Player
hitting self or own equipment including cart, no penalty
3.
Double
hit of ball, no penalty
4.
You may
touch sand or lean on club touching sand, except grounding, no penalty
5.
Unplayable
lie in sand, a 4th option, drop behind bunker, 2 strokes penalty
6.
For 2
stokes, a player may choose to take relief from a lost or out of bounds ball,
by dropping a ball at the edge of the fairway, no closer to the hole where the
ball is deemed to come to rest(lost) or crossed the OB stakes.
